Executive Summary

An analytical study was conducted to develop an innovative national divorce index based on scientific analytical methodology that helps overcome ambiguity in calculating divorce cases in the Kingdom. This report documents the stages of building the National Divorce Index and provides a practical guide for its implementation. The methodology for developing the index began with studying and analyzing the current situation, understanding stakeholder challenges, and reviewing regional and global experiences to identify opportunities for improvement and development. Subsequently, an innovation workshop was conducted with the participation of relevant experts, practitioners, and officials to develop an innovative calculation mechanism suitable for local variables, in addition to validating it. Finally, the study team worked on transforming the index into a practical guide for calculating divorce rates.
